Cortlandt Manor, NY- (Nov. 5) – Halloween may have been a bust this year because of Hurricane Sandy, but the weather didn’t stop a group of local Girl Scouts from carrying on their annual Halloween tradition. For the past four years, West Lakeland Girl Scout Troop 2478 has given a special gift to the first baby girl born on Halloween at Hudson Valley Hospital Center.
